The Rapporteur Raffaele Baldassarre (EPP) presented his draft Report to Members highlighting his utmost satisfaction that the Commission has already taken into account the Parliament request to split the previous proposal on Fiscus programme into Customs and Fiscalis programmes. The main amendments tabled by Mr Baldassarre concern: the introduction of specific and operational objectives to be included in the Regulation in order to increase its visibility and legal clarity; an additional emphasis on the harmonisation and standardisation of the procedures for customs controls and on fighting fraud; a political guidance (in term of percentage) of the distribution of spending amounts. Members expressed their full support to the Rapporteur's draft Report and stressed the importance of the programme's new objective on controls and fight against corruption and the objective of developing share models and IT architecture in the European Information System. Members also highlighted the importance of this financial envelope devoted to strengthening the functioning of the customs union in order to face today's challenges.

Harmonisation
On Tuesday 6 November 2012 IMCO Members voted on the remaining 2 draft reports from Mrs. Roithová (EPP) on the Commission's "NLF-package", aligning 9 product directives with the New Legislative Framework given in the "goods package", especially Decision 768/2008 on a common framework for the marketing of products. The other 7 draft reports were adopted by the Committee on 10 July 2012. The procedure is a recast procedure and the main focus of the Committee has been to keep a strict alignment and not open up for further revisions of the product directives concerned. Around 500 AMs were tabled for all nine reports, and the amendments adopted focus on clarification of contact-info (address or website - language), obligation to, upon request, provide a copy of the (translated) documentation in paper form or electronically to market surveillance authorities, requirements for products in stock and obligations in regards to distance selling. Further to this, the possibility of using an accredited in-house conformity assessment body is introduced to all products directives.

IMCO adopted the report on measuring instruments with 36 votes in favour and none against. The report on pyrotechnic articles was adopted with 35 votes in favour and none against. Mrs. Roithová requested and obtained a mandate from IMCO to enter negotiations with the Council immediately after the votes on the reports as was agreed between the Coordinators on 10 October 2012.

The IMCO Committee is currently working on a legislative report on the approval and market surveillance of two-or-three wheel vehicles (mopeds and motorcycles) and quadricycles (on-road quads and mini-cars). Society, industry and consumers will benefit as the objectives of the proposed Regulation are:

Simplification. A less complex regulatory approach will ensures greater efficiency and less burdensome adaptation to technical progress. It also eliminates duplication of international standards, so that stakeholders are not confronted with different requirements addressing the same concern.

Lower more proportionate emissions. The aim is to reduce the level of emissions of these so-called L-category vehicles, also in comparison to total road transport emissions which are decreasing overall.

Increase vehicle safety. To meet the EU´s medium- to long-term road safety targets, the same high reductions in road accident fatalities and casualties as for other means of road transport are to be achieved.
