From 21 to 23 September 2016, a delegation of 7 Members will be visiting the UK to meet manufacturers, stakeholders, consumer and civil society representatives and type approval authorities. This mission is related to the committee’s work on the Commission’s proposal for a Regulation on approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles.

The Communication looks at the collaborative economy, innovative ways of providing services/activities and the variety of new collaborative economy services models and aims at providing guidance/answer to questions with regard to the application of existing body of EU law. Established lines between traditional/non-traditional provision of services are blurred and many ensuing sensitive questions arise, such as market access requirements, consumer protection, liability, labour law and taxation.

This paper reviews global trends in e-commerce and provides an analysis of the opportunities a Digital Single Market (DSM) would create for European entrepreneurs. The paper argues that the economic impact of the DSM could be enhanced by placing greater attention on the enabling conditions for entrepreneurial success, particularly by ensuring entrepreneurs have access to anchor customers, an ample supply of growth capital, sophisticated management talent and well-coordinated supports for scale-ups and internationalization. This document was prepared by Policy Department A at the request of the European Parliament’s Committee on Internal Market and Consumer Protection.

After a first presentation of the overall eCommerce package in June, the Committee will hold its exchange of views on the proposed geo-blocking regulation on 29 September (rapporteur MEP Róza THUN (EPP)). The draft regulation aims to tackle unjustified geo-blocking practices used by some online sellers, meaning that customers cannot buy certain products or services from traders located in another Member State or they do not enjoy equally advantageous prices in comparison with local clients.

On 29 September, D. Dalton (ECR) will present his draft report on "Approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles".The regulation replaces the 2007 Framework Directive on type approval, making its provisions directly applicable. It aims to ensure a transparent and sustainable regulatory framework that provides a high level of safety and environmental protection.

MEPs’ plans to tighten up EU car “type approval” rules, in the wake of the VW scandal, will be outlined in 196 amendments to the EU Commission proposal to overhaul the current system, to be debated in the Internal Market Committee on Thursday at 11.00. These include stricter supervision of tests done before a car can be placed on the market and more stringent obligations on EU member states to check that those already on the road meet all EU safety, environmental and production requirements.
