Press release - Cleaner cars: Internal Market MEPs debate changes to type-approval rules - Committee on the Internal Market and Consumer Protection

MEPs’ plans to tighten up EU car “type approval” rules, in the wake of the VW scandal, were discussed in the Internal Market Committee on Thursday. These include stricter supervision of tests done before a car can be placed on the market and more stringent obligations on EU member states to check that those already on the road meet all EU safety, environmental and production requirements.

This paper considers how the regulatory environment of the European Union impacts upon franchising. It suggests that the failure of franchising to fulfil its full potential in the EU is due, at least in part, to the dysfunctionality of the EU’s regulatory environment. It concludes that in order to enable franchising to achieve its full potential it is necessary to re-engineer the EU’s regulatory environment, by way of a franchise focused European Legal Act , in respect of how it impacts upon franchising and makes concrete proposals as to how this should be done.

The 2016 EC proposal revises the Consumer Protection Cooperation (CPC) Regulation 2006/2004 with the intention to improve the effectiveness of the rules and procedures on cooperation of national authorities responsible for the enforcement of consumer protection laws, in particular with the aim to better addressing the challenges of the Digital Single Market. The proposal for a Regulation (repealing Regulation 2006/2004) is part of the Commission’s e-Commerce package adopted on 25 May 2016.

The revised provisions would enhance the enforcement mechanisms used by the national authorities to address unlawful practices harmful to consumers in several countries, especially as regards online breaches.

e-Commerce
The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

The aim of the meeting is to assess the new Commission proposals on Telecoms and their impact for European consumers and the Internal Market. Questions such as the benefits -and possible concerns- for consumers in the new proposals, the nature of the future universal services regime, the appropriate sector-specific rules are in order to protect end-users adequately and others will be discussed.

Cooperation between national authorities responsible for the enforcement of consumer protection laws
The IMCO committee will have a first exchange of views on the proposed revision of Consumer Protection Cooperation (CPC Regulation) on 11 October AM. The objective of the CPC Regulation is to ensure the smooth functioning of the internal market and enhance the protection of the collective economic interests of consumers, rather than individual interests. The CPC revision is part of the e-Commerce package and the timetable foresee the adoption of the IMCO Report in spring 2017.
