The 2016 EC proposal revises the Consumer Protection Cooperation (CPC) Regulation 2006/2004 with the intention to improve the effectiveness of the rules and procedures on cooperation of national authorities responsible for the enforcement of consumer protection laws, in particular with the aim to better addressing the challenges of the Digital Single Market. The proposal for a Regulation (repealing Regulation 2006/2004) is part of the Commission’s e-Commerce package adopted on 25 May 2016.

The revised provisions would enhance the enforcement mechanisms used by the national authorities to address unlawful practices harmful to consumers in several countries, especially as regards online breaches.

e-Commerce
The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

Completing the digital single market
The IMCO Working Group on Digital Single Market held its tenth meeting on 14.11.16. The aim was to assess different aspects of the EC proposal on Geo-Blocking in the EU. MEPs debated with independents experts on the interplay of the proposal with the Rome 1 Regulation, on the EU measures prohibiting geo-blocking in sectors outside of the Services Directive, and on the economic impact of a potential extension of the scope to the non audiovisual copyrighted content services.

European Youth Hearing in IMCO
Thousands of young people took part in the European Youth Event (#EYE2016) at the EP in Strasbourg last May with the aim of producing ideas for Europe’s future. Former EYE2016 participants will present some of the most impactful ideas collected and exchange views with MEPs, with the aim of having an impact on the future agenda of the EU and make positive change. The topics for the IMCO committee meeting will cover consumer protection, collaborative online economy and cibersecurity.

Contracts for the supply of digital content and Contracts for the online and other distance sales of goods
The Committees on Internal Market and Consumer Protection and on Legal Affairs will look into the report on contracts for the supply of digital content on 29.11.16. The report seek to, amongst other things, clarify the scope of the proposed directive vis-à-vis the online sales of goods proposal, and address data protection concerns. The Internal Market Committee will then go over the report on contracts for the online sales of goods, which proposes an extension of the scope to offline sales.

Posting of workers in the framework of the provision of services
On 28.11.16, Members will have an exchange of views on the EC communication on posting of workers in the framework of the provision of services put forward in March but re-examined in July in response to the subsidiarity control mechanism. The Commission maintain the original proposal arguing that posting of workers, by its very nature, is an intrinsically cross-border issue and that in order to reach the objective of the proposal, actions at Union level is the most appropriate approach.
