On 21 March, IMCO will hold a public hearing on the proposed directive establishing a European Electronic Communications Code (ITRE lead Committeee, IMCO associated Committee with Dita Charanzova, ALDE, as rapporteur). The hearing will focus on the main areas under IMCO competence and will be divided into two Panels: one focusing on new approaches to Universal Service Obligation, and the other one on end-user rights in the electronic communications sector.

The consideration of the draft opinion is scheduled to take place on 2/3 May. Deadline for amendments is on 10 May at 12h. The IMCO vote is foreseen for 21/22 June 2017.

The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

Highlights - European Electronic Communications Code: public hearing on 21 March - Committee on the Internal Market and Consumer Protection

The public hearing, meant to support the work on the legislative opinion on the proposal for a Directive on the European Electronic Communications Code (EECC), brought together 8 experts, speaking on two panels. Speakers included national regulators, independent experts, the Commission as well as service providers such as Orange and Facebook. Disability associations (EDF), consumer organisations (BEUC) and an expert from the Estonian Emergency Response Centre also spoke.

The first panel focussed on new approaches to Universal Service Obligation, the proposed focus on affordability measures for basic broadband access as opposed to broader availability objectives, and the suggested approach to financing. The first panel also looked at measures proposed to ensure equivalent access to disabled end-users and the interplay between the EECC and the proposed European Accessibility Act. The second panel focussed on end-user rights in the electronic communication sector, the interplay between horizontal and sector-specific rules, between traditional operators and so-called 'over-the-top- players such as Facebook or Skype. It also looked at measures to improve caller location accuracy in the context of emergency communication services.
