On 28 September IMCO will consider the amendments tabled to the draft report on notification procedure for authorisation schemes and requirements related to services in the Internal Market. The notification Directive follows the objective of increasing the efficiency of the notification procedure under the Services Directive and improving the quality and content of the notifications submitted. The ultimate result would be better implementation and enforcement of the Services Directive.

On 25 September, IMCO hold a scrutiny session with the Commission on the SOLVIT Action Plan which was published on 2 May as part of the Compliance Package. In the Action Plan, the Commission announces that it will build on the successes of SOLVIT, a free of charge service which provides rapid and pragmatic solutions to people and companies all over Europe when they experience difficulties with public administrations while moving or doing business cross-border in the EU.

The Action Plan aims to increase the use of SOLVIT by making sure that more citizens and businesses can easily access it and by improving data collection so that evidence from SOLVIT cases can be used to improve the functioning of the Single Market.

On 28 September IMCO considered the amendments tabled to the proposal (26 amendments by the Rapporteur and 217 amendments by other Members). There were many Members expressing their willingness to clarify and amend such provisions as those on the notification obligation, consultation process on the notified draft measures and the Commission’s powers to alert Member States and then adopt a Decision, or Recommendation as many suggested.

There seemed to be a clear agreement that the objective of the proposal to improve the enforcement of the Services Directive should not be lost, and that is seen as good basis for the future compromises. The draft Compromise Amendments will be considered in IMCO on 11 October.
