The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

Mr Morillo, Deputy Director-General DG Just and Consumers, presented the recently published Commission notice on dual quality of food products. It was explained that the Commission notice comprises of a guidance, which aims at facilitating Member State authorities’ practical application of central EU food and consumer protection laws to help them spot unlawful misleading of consumers. The Commission has also made €1 million available to its Joint Research Centre (JRC)

to develop a methodology to improve food product comparative tests in Member States. Further, the Commission is offering €1 million to Member States for the financing of studies or enforcement actions. It was pointed out that currently ten Member States are carrying out studies on national level. Then, Members were informed about the Consumer Summit in Bratislava on Friday 13 October, where among others Commissioner Jourová will shine light on the subject matter.

Front page of the study on tackling geo-blocking in the EU
The study on geo-blocking summarizes the exchange of views between MEPs, independent academic experts and the European Commission on the topic of geo-blocking at the 10th Meeting of the IMCO Working Group on the Digital Single Market. The second study explains in considerable detail the new Restrictiveness Indicator for Professional Services developed by the European Commission, followed by a careful assessment based on seven queries.

The proceedings were prepared by Policy Department A for the Internal Market and Consumer Protection Committee.

On 23.10, Members will debate on the on fertilising products. The key issues addressed by the report concern the scope of the Regulation, the product definition as well as that of nutrients, the concept of risk and liability of economic operators, the requirements for preserving data and documents in the context of administrative burden, the labelling and traceability, the transition period and review clause and the product and component material requirements. The vote will take place on 24.10

The revision of the presently enforced Fertilisers Regulation (EC) No. 2003/2003 is part of the Circular Economy package tabled by the Commission in March 2016.
