Under the title: How can we fight against the fake-news phenomenon to have a Digital Single Market based on trust? MEPs, Representatives of the European Commission and Participants will discuss on the challenges and opportunities of this proposal at the 15th meeting of the working group on 19 March. Reliable sources of information are key to well-functioning Digital Single Market - misinformation or fake-news have direct effects on consumers behaviour and the decisions they make on the market.

The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

The first panel will exchange views on Member States’ experiences with the administration of the current goods framework, i.e. the Mutual Recognition Regulation and the Market Surveillance Regulation of 2008. The second panel will provide insight into the practical challenges with products entering EU from third countries. The third panel will present the new proposed problem solving procedure as well as explain more

about the current SOLVIT mechanism. The fourth and fifth panels will focus on the business experience and shine light on the impact on consumers.

The first panel will exchange views on Member States' experiences with the administration of the current goods framework, i.e. the Mutual Recognition Regulation and the Market Surveillance Regulation of 2008. The second panel will provide insight into the practical challenges with products entering EU from third countries. The third panel will present the new proposed problem solving procedure as well as explain more about the current SOLVIT mechanism. At its meeting on 21 March, the IMCO committee will vote on the Commission proposal for the Reuglation on European Services e-card and related administative facilities and the proposal for a Directive on Legal and operation framework of the European services e-card introduced by the ESC Regulation. In total, 260 amendments were tabled on the COM proposal for Directive and 180 amendments on the COM proposal for regulation.

On 3 October 2017, the Commission presented a package of two Communications and one Recommendation in the area of public procurement and launched a consultation aiming to collect feedback from stakeholders on how to stimulate innovation through the procurement of goods and services.

The first Communication sets out the priority areas for improvement in the area of public procurement both at Member State and Commission level. The second Communication concerns the voluntary ex-ante assessment of large infrastructure projects the Recommendation on professionalization of public buyers provides for steps to be taken by Member States.

IMCO will prepare an own-initiative report on the Public Procurement Strategy package (Rapporteur: Carlos Coelho (EPP)). The report may respond to the above Communications and initiatives of the Commission, commenting on what is necessary for the implementation of the EU public procurement legislation and policy and drawing attention to the challenges ahead, including that of achieving end-to-end electronic procurement by the end of 2018.

Study - Future trade relations between the EU and the UK: Options after Brexit - PE 603.866 - Committee on Foreign Affairs - Committee on International Trade - Committee on the Internal Market and Consumer Protection

This study analyses the various options for the future trade relations between the EU and the UK, after Brexit. It examines the various models against the canvas of two distinct paradigms: market integration and trade liberalization. It finds that an intermediate model, which would allow for continued convergence and mutual recognition in some sectors/freedoms, but not others, is unavailable and cannot easily be constructed for legal, institutional, and political reasons. The stark choice is between a customs union/free trade agreement, or continued internal market membership through the EEA or an equivalent agreement. The study further analyses the effects of Brexit on the UK’s continued participation in the trade agreements concluded by the EU. Notwithstanding a range of complexities, the study finds that such continued participation is not automatic but subject to negotiation.
