The EU’s horizontal regulatory framework for illegal content removal in the DSM
IMCO committee will hold a public hearing on the 'EU’s horizontal regulatory framework for illegal content removal in the digital single market: Towards a balanced and predictable overall liability regime for online platforms'. The hearing will bring together a number of experts and speakers representing views of online intermediaries, stakeholders, academia and MS authorities to exchange on the existing and the potential future approaches and measures towards tackling, in a balanced & efficient

way, illegal digital content while taking into consideration the existing EU horizontal legal framework and the e- commerce directive 200/31/EC in particular. The hearing will also discuss the way forward proposed in the EU Communication, and the non-binding measures/guidance recommended most recently in the EC Recommendation as well as different approaches to tackling illegal content in the EU adopted by the MS, the experience and good practices developed through voluntary measures, alternative dispute resolutions, cooperation with law enforcement authorities, remedies/redress, and impact on the efficiency and smooth functioning of the Single Market.

This hearing is open to the public. To obtain an entrance badge to theEP please send an email to imco-secretariat@europarl.europa.eu providing the following details: full name, date of birth, nationality, the type of identity card (passport, drivers licence, ID card etc.), the number of the ID card) no later than 15/06/18 at 18:00

Addressing unfair trading practices in B2B relations in the online environment
The hearing will address broadly the emergence of unfair practices in platform to business relationships bearing in mind the increasingly important role of online platforms as vehicles for market access and will explore any problems that may arise in terms of lack of redress and more broadly the risk of fragmentation in the internal market. Experts, stakeholders and policy makers will exchange views with the Members.

This hearing is open to the public. In case you are not in possession of an entrance badge to the European Parliament please contact the IMCO secretariat (imco-secretariat@europarl.europa.eu) providing the following details:

The report was approved in the committee by 28 votes in favour and two against, with no abstentions. It is due to be voted in September’s plenary session. The excessive use of the lowest price as the primary award criterion and the need to support SMEs’ participation in tenders are among the issues addressed in a report approved today.

On 3 October 2017, the Commission presented a package of two Communications and one Recommendation in the area of public procurement and launched a consultation aiming to collect feedback from stakeholders on how to stimulate innovation through the procurement of goods and services.

The first Communication sets out the priority areas for improvement in the area of public procurement both at Member State and Commission level. The second Communication concerns the voluntary ex-ante assessment of large infrastructure projects the Recommendation on professionalization of public buyers provides for steps to be taken by Member States.

IMCO will prepare an own-initiative report on the Public Procurement Strategy package (Rapporteur: Carlos Coelho (EPP)). The report may respond to the above Communications and initiatives of the Commission, commenting on what is necessary for the implementation of the EU public procurement legislation and policy and drawing attention to the challenges ahead, including that of achieving end-to-end electronic procurement by the end of 2018.

This paper argues that the current policy initiatives adopted by the European Commission are meaningful, but still incomplete. The policy response to online disinformation should ideally rely on: (i) the promotion of responsible behaviour in conveying information to end users; (ii) the enactment of a proactive media policy aimed at promoting pluralism and improving the exposure of diverse content to end users; and (iii) the empowerment of end users through media literacy initiatives, and supports to user behaviour.
