On 3 October 2017, the Commission presented a package of two Communications and one Recommendation in the area of public procurement and launched a consultation aiming to collect feedback from stakeholders on how to stimulate innovation through the procurement of goods and services.

The first Communication sets out the priority areas for improvement in the area of public procurement both at Member State and Commission level. The second Communication concerns the voluntary ex-ante assessment of large infrastructure projects the Recommendation on professionalization of public buyers provides for steps to be taken by Member States.

IMCO prepared an own-initiative report on the Public Procurement Strategy package (Rapporteur: Carlos Coelho (EPP)). The report welcomes the above Communications and initiatives of the Commission and draws attention to what is necessary for the implementation of the EU public procurement legislation and policy and the challenges ahead, including that of achieving end-to-end electronic procurement by the end of 2018 and achieving the systematic use of quality criteria.

On 11 July, IMCO will hear a presentation of the Council Presidency’s Programme by Mrs Margarete Schramböck, Austrian Federal Minister of Economy. The Austrian Presidency will give priority to dossiers which contribute to the completion of the Digital Single Market, such as the dossier on platform-to-business trading (P2B). They will strive to achieve progress in the negotiations on the Directive on digital content and to further develop the proposal for a Directive on online sales of goods.

Furthermore, the Austrian Presidency will aim at concluding the negotiations on the European Accessibility Act. Austria will continue constructive negotiations on the Single Market Programme, on the goods, services and compliance packages as well as on the 'New Deal for Consumers' package. The Austrian Presidency will also focus on the conclusion of the negotiations on the withdrawal of the United Kingdom from the European Union (Brexit), on the negotiations on the Multiannual Financial Framework and on the negotiations with Switzerland.

On 12 July, IMCO will vote on the INI on Dual quality of products in the Single Market. The Rapporteur has proposed 22 compromise amendments. Among others, the compromises concern the Commission guidance Notice and recently published common testing methodology, enhanced cooperation activities in Member States, awareness raising activities targeting consumers, as well as the New Deal for Consumers on proposing legislative changes to Article 6 in the Unfair Commercial Practices Directive.

Hearings - Impact and state of implementation of the Late Payment Directive in the Member States - 12-07-2018 - Committee on the Internal Market and Consumer Protection

On 12 July IMCO will hold a public hearing on the implementation of the Late Payment Directive. The first panel will examine business-to-business (B2B) transactions, featuring speakers representing business associations. The second panel will focus on public authorities-to-businesses transactions (P2B), with speakers concentrating on problems reported on the ground and on measures that could be employed by public administrations to tackle this issue.

The hearing would also provide input for an IMCO implementation report on the same topic, to be elaborated later this year.

Consumer Rights Protection Regulation Concept
The Committee on Internal Market and Consumer Protection will hold a hearing on the better enforcement and modernisation of EU consumer protection rules, on 11.07.18. The day after, the Committee will hold a hearing the impact and the state of implementation of the Late Payments Directive in the Member States. Business-to-business transactions and public authorities-to-businesses transactions will be addressed.

Workshop contribution to growth
A study prepared for IMCO Committee on Contribution of Internal Market to Growth indicated that European Internal Market and consumer protection can bring up to 14% increase in EU GDP over 2011-2020. On 10 July 2018 (15.00-18.30, room: Altiero Spinelli A5E2) Policy Department A will organise a workshop in order to evaluate the achieved benefits of legislative actions in the areas of customs and free movement of goods; free movements of services and freedom of establishment,

Digital Single Market, public procurement and consumer protection, and to assess further potential of Internal Market and consumer protection in delivering benefits to European citizens and businesses.

The workshop will be chaired by: MEP Ms Dita CHARANZOVA (Vice-Chair of IMCO Committee), MEP Ms Róża THUN (Chair of the Digital Single Market Working Group), MEP Mr Ivan ŠTEFANEC and MEP Mr Jasenko SELIMOVIC with involvement of independent experts from European academia and think tanks.

Consumer Rights Protection Regulation Concept
On 11 July IMCO will hold a public hearing on the post-REFIT proposal on the revision of consumer law. Members, and experts will discuss on better enforcement and modernisation of EU consumer protection rules. The hearing would also provide input for an IMCO implementation report on the same topic, to be elaborated later this year.
