The paper on "Technology as Enabler of Fake News and a Potential Tool to Combat It" investigates the role of technology in the circulation of the so-called fake news. The paper on "The legal framework to address “fake news”: possible policy actions at the EU level" argues that the current policy initiatives adopted by the European Commission are meaningful, but still incomplete. These documents were prepared for Policy Department A at the request of the IMCO Committee.

Directive 2011/7/EU on late payments in commercial transactions (Late Payment Directive, (LPD)) strengthened European regulations first introduced in 2000 in favour of creditors. In addition to statutory interest, the application of which is still not automatic, maximum periods were established for payments in business-to-business transactions and those with public authorities, limiting contractual freedom, which is often abused by stronger companies. Following the largely correct transposition into national law, the situation continues to vary between Member States with regard to average payment periods (especially from public authorities), and the level of implementation of additional voluntary measures (such as prompt payment codes). In the absence of harmonised measurement methods, business surveys and consultations indicate improving practices, but the attribution of this development to the LPD cannot be separated from broader economic contexts and cultural aspects easily. Further exchange of best practices and better monitoring of their effectiveness might facilitate future developments in the area of late payments, including legislative action.

On 3rd September, IMCO Members will vote on the draft report on rules and procedures for compliance with and enforcement of Union harmonisation legislation on products. The draft report proposes harmonisation of methodology and criteria for assessing risks between Member States, as well as harmonisation of conditions for inspections of certain products. It seeks to strengthen market surveillance of online sales by requiring Member States to have an appropriate number of ‘online inspectors’.

The vote on the mandate to enter into interinstitutional negotiations will take place immediatly after the vote on the draft report.

On 3rd September, IMCO Members will vote on the draft report on the Proposal for a Regulation on the Mutual Recognition of Goods. The Rapporteur supports the further strengthening of cross-border cooperation and communication between Member States. He proposes to reinforce the Product Contact Points as the main communication channel for mutual recognition, and to establish a Coordination Group to ensure the European value of the mutual recognition principle.

The vote on the mandate to enter into interinstitutional negotiations will take place immediatly after the vote on the draft report.
