Highlights - Application of the Euro 5 step to the type-approval of two- or three- wheel vehicles - Committee on the Internal Market and Consumer Protection

On 24.09 IMCO members will have a first discussion on this file. The goal of the proposal is to introduce into the type-approval procedure of motorcycles and quadricycles the standards of the Euro 5 step, in order for it to be mandatory for the approval of new types of vehicles in these categories. IMCO decided to follow the simplified procedure. This implies that the exchange of views in committee will be the basis on which the rapporteur will draft his position in the form of amendments.

A subsequent period will be given to the groups, represented by the shadow rapporteurs, to comment on the amendments, and either support them or express opposition.

On 24.09 IMCO Members will consider the draft report on Fairness and transparency for business users of online intermediation services, one of the most important ongoing pieces of legislation for the completion of the Digital Single Market. The focus of the draft report is to promote transparency and fairness in the platform to business relationships, bearing in mind the increasingly important role of online platforms as vehicles for market access.

The report also aims at ensuring consumer's choice and consumer's welfare in the platform economy, provide opportunities and ensuring a level playing field for all actors, as well as to avoid abuses in the use of mediation mechanisms, and tackling fragmentation in the internal market.

IMCO Members exchanged views on the draft report on the new proposal for a regulation on Fairness and transparency for business users of online intermediation services, one of the most important ongoing pieces of legislation for the completion of the Digital Single Market. The focus of the draft report is to promote broadly more transparency and fairness in the platform to business relationships, bearing in mind the increasingly important role of online platforms as vehicles for market access.

The report also aims at ensuring consumer's choice and consumer's welfare in the platform economy, provide opportunities and ensuring a level playing field for all actors, as well as to avoid abuses in the use of mediation mechanisms, and tackling fragmentation in the internal market.

Members presented the positions of their respective groups. In application of the simplified procedure (rule 50.2 of the Rules of Procedure), the rapporteur will draft a report that will reflect the discussion. In a nutshell, the groups agree that the amendments are mainly of technical nature and need to provide with a renewal of the empowerment and that this categories of vehicles have a limited impact in the total figures for sales of motor vehicles but should not be neglected.

The joint committee INTA-IMCO will hold a joint session on 27 September at 09.00 to vote on the amendments and compromise amendments tabled to the draft report of MEPs Mosca (INTA) and Dalton (IMCO) on import of cultural goods.. The draft report reflected an agreement on a common position and the compromise amendments reflected the negotiation of the most controversial aspects of the proposal.

At their last joint meeting issues such as transit of cultural goods, value and age thresholds, and country of origin were discussed.

The joint committee INTA-IMCO adopted the draft report of MEPs Mosca (INTA) and Dalton (IMCO) on import of cultural goods by 56-4-3. The amendments to the Commission’s proposal were approved by the joint committee with 56 votes in favour, four against and three abstentions. The Council has yet to agree on its position. Trilogues can only start after plenary votes on the report and the Council has reached its position.

Parliament will debate and vote on 4th October at their Plenary sitting the Internal Market and Consumer Protection Committee report on the public procurement package. The report notes the Parliament's disappointment with the pace at which many Member States have transposed the 2014 public procurement Directives and the many delays, and calls, amongst others, for better implementation including of e-procurement, for emphasis on training, and for more use of quality criteria.

At the Plenary sitting, Parliament will debate (01.10) and vote (02.10) the Internal Market and Consumer Protection Committee report on Free flow of non-personal data in the EU. The agreement reached during trilogues preserves the aim of the proposal: to unlock the huge potential of the EU data market by creating a more competitive internal market for data storage and processing services. Parliament will also debate (02.10) and vote (03.10) the report on Single Market information tool (SMIT).

e-Commerce
The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

The 16th Meeting of the IMCO Working group on the Digital Single Market will take place on 15th October. Under the title: Artificial Intelligence and the Digital Single Market, MEPs, Representatives of the European Commission and Participants will review the state of the art and forecast future developments of artificial intelligence and reflect on the areas that will require intervention of European legislator to ensure the proper functioning of the Digital Single Market.

Artificial intelligence is one of the most dynamic areas of information technologies. With an array of developments ranging from self-driving cars, robotics and digital personal assistants come numerous concerns regarding interoperability, standards, consumer protection, data protection, liability and ethics as well as autonomy of AI.

The meeting is open to the public. However, for security reasons, access can only be granted in response to a prior request for access badge. In case you are not in possession of an access badge, please contact the secretariat of the working group (imco-dsm@ep.europa.eu) providing the following details: full name, date of birht, nationality, type and number of the document (passport, drivers licence, ID card) no later than 8 October at noon.
