In December 2015, the EC presented a proposal for a Directive with the aim to improve the functioning of the internal market while removing barriers for the free movement of accessible products and services, making them accessible to citizens with disabilities and/or functional limitations. The Directive would help Member States to implement the UN Convention on the rights of persons with disabilities and should lead to harmonised implementation of accessibility requirements across the Union,

preventing fragmentation of the market and additional costs for products and services.

The Parliament and the Council received their mandate to enter into interinstitutional negotiations in September and December of 2017, respectively.

Parliament voted on the report tabled by the IMCO Committee on the proposal on free flow of non-personal data in the EU, during its plenary sitting of 03.10.18. The legislative report on the Single Market information tool (SMIT) was also voted on 03.10.18. SMIT is a one-stop shop for all of the EU's most common administration procedures that will make it easier for people to interact with public administrations.

Policy Department A is organising for IMCO Committee, in cooperation with IMCO Secretariat, a workshop on "Strengthening Competitiveness of the Internal Market by Developing the EU Customs Union and its Governance" in order to assess the possible options to develop the customs union and enhance the performance of the Internal Market.

The workshop will gather independent academics and consultants specialising in the area of customs union, as well as national administrations and industry experts having profound knowledge and experience in the field of customs IT and customs governance.
The workshop will be chaired by Ms Virginie ROZIÈRE (MEP).

Parliament voted on the proposal on free flow of non-personal data in the EU, during its plenary sitting of 04.10.18. New rules aimed at removing obstacles to the free movement of non-personal data within the EU for companies and public authorities were adopted by MEPs with 520 votes in favour, 81 against and 6 abstentions. The new law is due to be approved by the EU Council of Ministers on 6 November. It will apply 6 months after its publication in the EU Official Journal.

Highlights - Union Customs Code: vote in committee - Committee on the Internal Market and Consumer Protection

On 11 October Am IMCO will vote on the draft report on prolongation of the transitional use of means other than the electronic data-processing techniques provided for in the Union Customs Code (UCC). The proposal of the Commission is to amend the UCC in order to extend the period of time during which paper-based transactions will be admissible by the customs administrations of the Member States. The current transition deadline from paper to electronic based transactions is set to 2020.

The Commission defends a postponement on the basis that the technical work necessary to deploy the electronic infrastructure will not be completed by then.
