conference: Are SMEs ready for consumer law ready?
Of the 22 million companies operating in the EU today, 99.8% are small and medium-sized enterprises. Helping them to comply with the latest consumer legislation contributes to a more vibrant Single Market, both for consumers and businesses alike. BEUC, EUROCHAMBRES, SMEunited, the European Parliament and the European Commission are jointly organising a conference to discuss how to best support SMEs and what the challenges and opportunities are in e-commerce.

The IMCO Committee will discuss its report on bringing together the current Vehicle General Safety Regulation and the Pedestrian Safety Regulation in a single legal text on 06.12.18. The proposal also aims to create a link with future requirements for motor vehicles to obtain a type approval. The debate follows a workshop held at the end of November, which looked into causes and consequences of road accidents, the state of technology and potential solutions.

A road in the shape of an arrow with the words road to safety on top.
Each year, more than 1.25 million people die worldwide as a result of road traffic crashes and 50 million people get injured. In EU, over 25.000 Europeans die each year in road accidents and over a million is injured. The workshop will gather MEPs, industry experts, associations and stakeholders, to analyse the latest digital technologies which can help to reduce fatalities and injuries caused by road accidents.

The workshop is a part of legislative work on the proposal of EU regulation on type-approval for motor vehicles as regards their general safety and the protection of vehicle occupants and vulnerable road users COM(2018) 286.

The workshop will be chaired by MEP Róża THUN, IMCO Rapporteur for this file.

The workshop will be held on the 29th of November 2018 from 15h00 to 18h00 in the European Parliament (A1 G-2).

The workshop is organised by Policy Department for Economic, Scientific and Quality of Life Policies at the request of the Committee on Internal Market and Consumer Protection (IMCO).

IMCO adopted by 25-6-3 the draft report and by 28-6-0 the mandate to enter into interinstitutional negotiations. This Regulation seeks to improve the current situation by promoting more transparency and fairness in Platform-to-Business relations, ensuring market access and ultimately consumer choice and consumer welfare in the platform economy.

geo-blocking regulation
As part of its eCommerce package, the EC presented on 25.05.16 a proposal for a regulation on addressing geo-blocking and other forms of discrimination based on customers' nationality, place of residence or place of establishment. The purpose of the regulation is to ensure that customers have the same access to goods and services as local customers. The Regulation builds upon the provisions of the Services Directive (Art 20), which already establishes the principle for non-discrimination,

but has proven difficult to enforce in practice due to legal uncertainty concerning what practices would or not be considered justified.

The regulation seeks to provide more legal certainty and enforceability by defining specific situations when there can be no justified reason for discrimination on the grounds of nationality/residence. It also bans the blocking of access to websites and the use of automatic re-routing without the customer's prior consent; and includes provisions of non-discrimination within accepted payment means.

Council adopted its negotiating mandate in November 2016. Parliament, led by IMCO, is currently going through its first reading.

Highlights - Complementing EU Type approval legislation with regard to Brexit: vote in Plenary - Committee on the Internal Market and Consumer Protection

Parliament adopted on 11 December, by 640 votes to 11, with 16 abstentions, the regulation (already agreed with the EU Council) to complement EU type approval legislation with regard to Brexit. The regulation addresses the legal uncertainty for automotive producers with UK type-approvals.
