Improving access to justice: legal aid in cross-border and commercial disputes
IMCO adopted (27 - 0 - 1) this non-legislative opinion on the state of implementation of Council Directive 2003/8/EC, acknowledging the unsatisfactory situation as reported by the Commission and indicating a number of specific actions that could remedy it, such as creating a data base of lawyers that would fit cross-border legal-aid demand, designating a central office in each Member State to receive and transmit legal aid applications, improving the availability of forms related to legal-aid and other European proceedings, and better information campaigns. Contrary to the Commission's conclusion that increased efforts to raise awareness will be enough to improve the implementation of this Directive, IMCO also called for its adequate revision to remedy the present shortcomings.

Making the internal energy market work
The need for opening of the energy market, encourage the Commission to take further measures on the 3rd energy package and to take further steps to eliminate fragmentation and market distortions, give priority to projects with most pronounced impact on the internal market, phase-out subsidies for fossil fuels and strive to eliminate regulated energy prices and provide transparency, information and freedom of choice for consumer are some key concepts outlined by the Rapporteur.
 
Shadow rapporteurs highlighted that correct and timely transposition of the 3rd energy package should be a top priority. In addition, competition policy should be also carefully analysed as there are MS which introduce additional obstacles, hinding the development of the market. Some horizontal approach needs to be introduced to protect vulnerable consumers as energy poverty is a serious issue. Consumers should be central to the debate as they pay the costs when the market is not competitive enough. In the opinion, a need of effective use of existing infrastructure must ne underlined. In the past, IMCO elaborated the Consumer Energy Charter, some of the concepts still remain valid ie. cross-border issues, long-term contracts or effective dispute resolution. In closing remarks, the Rapporteur mentioned that lack of transparency in the market shall be further addressed in the opinion, same as the concept of collective switching.

Harmonisation of the laws of the Member States: pyrotechnic articles on the market
The Rapporteur, Zuzana Roithová,  explained that the EP Negotiating Team came to an agreement with the Council on the informal trialogue of 19 March. The Pyrotechnic Articles Directive is part of the NLF alignment package, but had to be dealt with ahead of the remaining 8 directives because of a deadline for Member States to transpose the provisions on airbags and seatbelt pre-tensioners. The rules for marketing pyrotechnic articles will be modernised, with less administrative burdens and more legal certainty enabling businesses to market products faster. The modernised rules will also mean more safe products for consumers as market surveillance authorities have more powers.
 
The Rapporteur expects to conclude the negotiations by end of May and asked the Council not to bring up last minute changes after the final trialogue. The outcome of the trialogue was adopted with 28 votes in favour, none against and 1 abstention.

Completing the digital single market
The European Commission has presented numerous initiatives over the past three years to promote the digital single market and to exploit the growth opportunities offered by the digital economy.  Important progress has been made in this regard. However, it is also clear that the digital single market is far from complete. Business and consumers continue to face significant barriers that prevent them from reaping the full potential benefits it has to offer.
This is why the IMCO Committee has set up a working group on the Digital Single Market and on e-Commerce, which in 2013 will start its third round of meetings in order to identify key remaining barriers and priority areas, where further action is needed as a matter of urgency. The working group will gather input on the strategic direction that should be taken and will put this forward as a contribution to a possible Single Market Act III on the Digital Single Market. To ensure timely input, a series of meetings will be held throughout the first half of 2013, leading to the adoption of conclusions by IMCO in July 2013.
