This briefing seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying its proposal for a directive of the European Parliament and of the Council on the Union legal framework for customs infringements and sanctions (COM (2013) 0884), submitted to the Parliament in December 2013. It does not attempt to deal with the substance of the proposals and is drafted for informational and background purposes to assist the IMCO committee and its Members in their work.

At their meeting on 8 September PM, IMCO members will have an exchange of views on the 2015 budget draft opinion. They will also adopt the amendments by bloc vote and the draft opinion. IMCO's responsibility in the budget procedure mainly covers budget lines in titles 2 (Enterprise), 12 (Internal market), 14 (Taxation and customs union) and 17 (Health and consumer protection).

According to Rule 229 of the Rules of Procedure, all Parliaments’ unfinished business shall be deemed to have lapsed, unless at the beginning of the new parliamentary term the Conference of Presidents decides to resume or continue them. In that context, the Committees are invited to conduct a screening exercise concerning the legislative files still open and inform the CCC on the way in which they intend to handle them. IMCO will vote on the coordinator’s recommendation on 8 September PM.
