Press release - Internal market MEPs green light life-saving emergency call system for cars - Committee on the Internal Market and Consumer Protection

All new car models sold in the EU are to be equipped with eCall technology from 31 March 2018 under draft EU rules endorsed by Internal Market and Consumer Protection Committee MEPs on Tuesday.This technology uses the 112 emergency number to call rescue services automatically, enabling them to reach crash scenes faster and thus save lives and reduce the severity of injuries.

VOTE
The second-reading recommendations on deploying the eCall in-vehicle system and on cableway installations were be voted on 17 March. The outcome of trilogue negotiations on the correct application of customs and agricultural matters law, and the opinions regarding the Regulatory Fitness and Performance Programme, the review of the economic governance framework and the European Energy Security Strategy, were also voted on.

Following the consideration of the Council position at firs reading on the proposal in subject of 2 March 2015, the IMCO Committee adopted by 26 in favour and 4against the draft recommendation for second reading, proposing to approve the Council position at first reading without amendments. The position of the Council at first reading reflects the agreement reached in informal trilogues and corresponds to the text endorsed in IMCO on 4 December 2014.

To recall, eCall is a life-saving automatic emergency call system for passenger cars and light duty vehicles. The "eCall" system will use the 112 number to call the emergency services automatically, enabling them to reach road accident scenes faster and thus save lives and reduce the severity of injuries. The agreement reached will require all new vehicle models to be equipped with eCall technology from 31 March 2018.

Both the draft Report and the mandate to enter into first reading negotiations were adopted by 35 - 1 - 2. Members voted 183 amendments and one compromise amendment on braking systems. Separate trialogue meetings on issues that are specific to the cableway installations proposal will be organised. Additional joint trialogues will be set up for issues that are common to the dossiers on cable installations,personal protective equipment and appliances using gaseous fuel .

Personal protective equipment
The 91 amendments tabled to the draft legislative report on the design and manufacture of personal protective equipment will be discussed on 24 March. Since the proposal deals primarily with the modernisation and simplification of an already well-functioning system, amendments focus on ensuring clarity in a number of areas as well as alignment to the New Legislative Framework.
