IMCO Delegation to Silicon Valley

From 21 to 23 July 2015, a delegation of 7 Members visited the Silicon Valley to meet politicians and local authorities, start-ups, SMEs, young entrepreneurs, as well as the technological leaders and big actors such as Google, Facebook, CISCO, eBay, PayPal and Yelp. Overall the delegation had 20 meetings and the main focus was on regulatory cooperation and consumer protection, including in the digital environment.

Thestudy on opportunities and challenges in the area of technical barriers to Trade explores the possibilities for reducing the costs of technical barriersto trade (TBTs) between the US and the EU, found in standardisation, technicalregulations and/or conformity assessment procedures and acceptance of theirresults. (...)

Thestudy on challenges and opportunities for the the Internal Market and consumer protection in the area of motor vehicles shows that the expected effects of TTIP on the European automotive industry will besignificant, but depend strongly on the scope of trade liberalisation. In thefield of motor vehicles TTIP should go far beyond the degree of tradeliberalization reached in previous trade agreements between the EU and othercountries.

The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

Unfair trade practices imposed by the stronger party to a contract can have a profound impact on the functioning of the market, increasing costs and reducing revenues of the parties that experience them. This background paper reviews unfair trade practices that can appear on any side of the B2B (Business-to-Business ) transaction, in any sector of the market. Recently unfair trading practices have been of particular interest to the EU in relation to food supply chains. Briefing concludes that any consideration concerning possible future action in the area of unfair trading practices must consider a number of issues such as: whether or not legislative action is needed, and if so, what scope and form should it take. However, the key element of any action is to ensure its subsequent effective enforcement.

Study - Smart Single Market Regulation - PE 563.442 - Committee on the Internal Market and Consumer Protection

This study proposes a consolidated governance system that would serve as a tool for smart Single Market regulation toward 2020 and beyond. It outlines areas for improvement in Single Market regulation through the adoption of performance-based policy concepts; and reviews the scope for making better use of the Single Market governance tools to improve the effectiveness of regulation. The study was prepared for Policy Department A at the request of the Internal Market and Consumer Protection Committee.

IMCO adopted the draft opinion by Ildikó Gáll-Pelcz (EPP)to BUDG by 26 in favour, 5 against and 1 abstention. The opinion recalls theimportance of the Single Market, the consumer policy and the customs union andcalls for appropriate budgetary allocations to these areas. Particular stress isput on the future financing of the Single Market Forum (SIMFO), on the fundingof SOLVIT, the COSME programme and the Enterprise Europe Network in 2016, thesupport to the standardisation activities, and the need for financing the multilingualfacility for the online dispute resolution (ODR) platform. Furthermore, IMCObacked-up its Rapporteur in suggesting that that the Draft Budget 2016 berestored for the budgetary lines within the IMCO remit where the Councilreduced commitment or payment appropriations. IMCO also put forward a new pilotproject on consumer empowerment and education on the safety of products andmarket surveillance in the Digital Single Market.

The legislative report on Trade in seal products will be discussed in Plenary on 07 September whereas the one on Mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters will be discussed on 8 September. Both of them will be voted on 08 September.

The trade costs associated with customs and other border controls become more important as tariff barriers are reduced. The EU is in the process of further modernisation of is customs code. It also needs to work with the EU’s trading partners to facilitate trade while protecting consumer interests and the security of the international supply chain. The negotiations on TTIP offer a means of building on existing agreements to further this aim. This paper is about how to make customs more efficient. Others in this series of eight, prepared by Policy Department A for the IMCO Committee, cover the substantive issues in technical barriers to trade, services, procurement and the sectors of textiles and clothing, motor vehicles and machinery sectors. A further paper covers the horizontal issues in regulatory cooperation.

The paper, produced by Policy Department A for the IMCO committee, analyses opportunities and challenges of TTIP for the EU in textile and clothing (T&C). This area differs from other industrial sectors in that average tariff levels are relatively high and a number of tariff peaks still exist. It would not be difficult to negotiate the complete phase out of all tariff barriers and obtain gains for consumers and firms. A more challenging task will be to tackle the existing high level of non-tariff barriers. To be able to exploit the potential gains from trade liberalization, the challenge for EU negotiators is to enter a regulatory co-operation game with the US while maintaining the high level of health and environment protection achieved in the EU.
