Joint meeting on Digital Single Market Act
The IMCO and ITRE Committees will meet to go over the compromise amendments to the strategic initiative report on achieving a Digital Single Market Act. The Commission's proposed strategy is built on three pillars: better access to online goods and services, the right conditions for digital networks and services, and maximising the growth potential of the digital economy. The meeting will be held on 1st December and the vote is foreseen to take place on 14 December 2015.

Joint meeting on Digital Single Market Act
The third joint meeting on the strategic INI report "Towards a Digital Single Market Act" was dedicated to consideration of amendments and compromise amendments. 1287 AMs to the draft report have been tabled (not counting the opinions given by other Committees). 23 compromise amendments (so called batch 1 and 2) were discussed at shadows meeting and 26 extra compromise amendments (so called batch 3 and 4) are in preparation.

The co-rapporteurs alsoexpressed their will of working together and with the rest of the Committeesinvolved, in order to have a fruitful and constructive process that ensures acomprehensive response of the European Parliament in this strategic report.

The chairs of bothcommittees reiterated their wish to reach ambitious and large compromiseamendments and reminded the Members that the committee vote will be hold on 14December and the plenary vote in January 2016.

Legislative Scrutiny time in IMCO
On 7 December PM, Members will consider the draft report on "Single Market Governance within the European Semester 2016” and have a presentation by the Commission on the Annual Growth Survey 2016 which launches the 2016 European Semester and sets out proposals for EU priorities in 2016. IMCO will also hold a legislative scrutiny session on the development of the ODR platform. The Commission will explain the progress made since April and feature of the final product.

The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.
