Discussions which will be devoted to "creating more opportunities for consumers, professionals and businesses, and boosting enforcement" and to “encouraging and enabling the modernisation and innovation that Europe needs”.

Single Market Govenrance and European Semester
Parliament's economic, social and single market priorities for 2016 were adopted on 25 February in three separate resolutions. MEPs gave their input to the upcoming March economic summit, focusing on the implementation of the Stability and Growth Pact, its social aspects and how to further exploit the economic potential of the single market. The report on Single Market governance within the European Semester 2016 was voted in Plenary on 25.02.

The Rapporteur (V. Ford) highlighted the main elements of the proposal and namely on deactivation and whether the new regulation introduced less robust measures as well as the impact on already deactivated firearms; the impact on collectors/museums; the ban of the semi-automatic type firearms resembling automatic type firearms (move of B7 type to A7); the MS exception to grant special authorisation for banned firearms; the aspect of convertibility of certain blank firing arms into live firing, .

Shadows stressed that the report should aim at the right balance between security and the right of legal ownership and use of firearms. They welcomed the approach taken by the Rapporteur on a number of issues including on the museums and collectors, on the medical testing, on distance sales and "suspicious transactions",on introduction of storage requirements. Shadows welcomed further discussion on the different options to treat the proposal to ban the B7 type. A large number of MEPs took the floor. There were suggestions for a complete rejection of EC's proposal. Many present were concerned about the impact to hunters and private collectors, to sport shooters, especially as no Impact Assessment was produced. Concerns were raised about the impact to reservists and national security of certain MS. A number of MEPs welcomed the proposals on marking and traceability of firearms; on deactivation; as well as the amendments on salute and acoustic firearms, and the changes on distance sales.

Poster for the hearing on Single Market Strategy
IMCO organised a hearing in order to discuss with experts the Single Market Strategy. With the participation of eight experts and representatives of the European Economic and Social Committee (EESC) and of the Committee of the Regions (CoR), the hearing was divided in 2 panels: one was devoted to creating more opportunities for consumers, professionals and businesses, and boosting enforcement, while the other focused on encouraging and enabling modernisation and innovation in Europe.

Thishearing will provide an input to the strategic own-initiative report on theSingle Market Strategy, drafted by Lara Comi (EPP).

A public hearing on the Firearms Directive regarding the control of the acquisition and possession of weapons will be held on 15 March at 15.00. The hearing with experts will focus on the scope and exceptions of the Directive, on the caterogies of firearms and on the EU fireamrs rules and control of illicit use and trafficking.

On 14 March PM, the IMCO committee will meet Commission Vice-President Katainen, responsible for jobs, growth, investment and competitiveness, to go over the progress of the Commission Work Programme and its upcoming initiatives. On 15 March, the Committee will vote on a non-legislative report which deals with non-tariff barriers that continue hindering the Single Market from achieving its full potential.
