Calls for unity and urgent action from Europe to deal with the plethora of crises and unrest dominated Union addresses from V-VIPs this week.
The legislative resolution with recommendation to the Council regarding the accession of Croatia to the Convention on mutual assistance and cooperation between customs administrations will be voted by the European Parliament during its plenary sitting of 28.04.16. The Council has the formal obligation to consult Parliament on this matter. The resolution was drafted by the IMCO Committee.

At the joint IMCO-JURI meeting of 27 April at 19.00, the European Commission will present the proposal and the impact assessment on Contrats for the supply of digital content. At 20.00, the European Commission will present to IMCO Members the proposal on Contracts for the online and other distance sales of goods. JURI Members are invited to participate.

study on reducing costs and barriers for businesses in the Single Market
The study points that reducing business costs and regulatory and market barriers is necessary to complete the Single Market. However, monitoring of barriers and costs in the EU is piecemeal and unsystematic, quantification and clear identification of barriers and costs is lacking, which makes prioritisation of policy actions difficult. Resulting costs of slow reform process and vague initiatives with uncertain time horizons in the area of e-commerce alone amount to €748 billion.

As indicated by examples of Estonia and South Korea, ICT and e-government can be particularly efficient in reducing these costs and barriers.

The study was prepared by Policy Department A at the request of the IMCO Committee.

Over 167 million EU citizens have a disability (either medical or due to age) which prevents them accessing data and services on the Internet, e.g. to file a tax declaration, apply for an allowance, pay fees or register a child at school.

Accessibility of public sector bodies' websites
Public sector bodies' websites and mobile applications will have to be made accessible to everyone, under a provisional deal struck by Parliament and Council negotiators on 3rd May 2016. Over 167 million EU citizens have a disability (either medical or due to age) which prevents them accessing data and services on the Internet, e.g. to file a tax declaration, apply for an allowance, pay fees or register a child at school.

On 03.05.2016, IMCO negotiators reached an informal deal with Council on the first EU-wide rules to make public sector bodies' websites and mobile applications accessible for people with disabilities. Over 167 million EU citizens who have a disability (medical or due to age) are prevented from accessing data/services on the Internet. Many websites lack adequately adapted content for the blind, the deaf and the hard of hearing as well as for those with low vision and with functional disabilities.

The Directive will set out minimum conditions foraccessibility and it requires regular monitoring and reporting of the sites andapps' accessibility by Member States (MS). The deal also covers mobileapplications and the scope is extended to cover all public sector bodies,beyond the 12 categories initially proposed by the EC. Certain content will beexcluded such as office file formats or archived websites. Public sector bodieshave to prepare an "accessibility statement" explaining which partsof their website/app are not accessible. The Directive also enables individualsto request specific information "on-demand" if the content isinaccessible. Users are given the opportunity to notify any failures of thewebsite/app to comply with the requirements via a feedback mechanism. MS willhave to designate an authority tasked with monitoring and enforcing theserules.
