The Rapporteur welcomed the opportunity to have a second exchange of views on this important proposal and detailed in her opening statement recent evolutions in the discussions regarding partial access to a profession, language checks and training requirements for nurses in general care. Shadow Rapporteurs stressed the necessity to find a solution with regard to this last point in particular. Other issues that were raised during the discussion include the non-harmonisation of ECTS points, the voluntary nature of the professional card, the inclusion of notaries in the scope of the Directive, the definition of temporary mobility, the requirement of 4 years of professional experience for automatic recognition and the transparency mechanism provided in art. 59 of the Proposal. The EC congratulated the Rapporteur with her draft Report and welcomed her support for the professional card. The EC gave further clarifications on the role of the points of single contact. Furthermore, the EC underlined that partial access to a profession should be seen as the exception, not the rule.
