The discussion focused on topics of special interest for the MEPs from all three committees. In the opening statement IMCO Chair Vicky Ford reminded IMCO's input throughout the adoption of the defence package in 2009. She also emphasised the specificities of the defence and security sector and the need to find the right balance between sensitivity concerns of the Member States and internal market rules and principles.
In her opening speech Ms Bieńkowska referred to the Commission's priorities with respect to the defence sector, especially as regards the European Defence industry and related Single Market issues. She particularly focused on presenting the joint report prepared by the Commission and the High Representative in May 2015 on the EU's progress in promoting a European Defence and Technological Industrial Base,most notably in the areas of the internal market, research and industrial policies. In that context the Commissioner underlined the importance of proper implementation and enforcement of the defence package and the evaluation process which has already started. The implementation report was said to be released already in the first half of 2016. The Commissioner stressed that the evaluation should form a basis for further discussion and that only thereafter any legislative proposals could be considered, and to the extent necessary.Amongst others, the Commissioner also elaborated on the work done and further plans to facilitate the market access for SMEs and the respective dedicated expert group. She also referred to the aspects of security of supply throughout the EU, with emphasis on the possibilities for Member States to confidently purchase products and technologies from any EU-established company.
