The rapporteur highlighted that the programme would merge 6 different programmes already existing under the MFF 2014-2020 and briefly outlined the main points of his draft report, including proposal for a separate budget line on market surveillance, need for higher overall budgetary envelope for the programme, increase of funds for COSME, importance to incorporate in new programme greater accent on digital developments and their impact on the Single Market, including the collaborative economy.
The rapporteur also suggests to cap the administrative costs at 5%. The majority of MEPs supported streamlining the existing MFF programmes into one, as well as the introduction of a separate budget line for market surveillance.
With regard to the amounts allocated in different budget lines versus the overall allocated financial envelope to the programme, the Commission highlighted that the approach reflects the need for flexibility and for future adaptations.
