This regulation contributes to the completion of the Digital Single Market, by promoting broadly more transparency and fairness in the Platforms to Business (P2B) relations. Among the main improvements are ensuring market access and ultimately consumers choice and consumer's welfare in the platform economy, avoiding abuses and ensuring a level playing field for all actors, as well as the best use of mediation mechanisms to guarantee the effectiveness and transparency of these processes.

Online intermediation services, such as e-commerce market places (e.g. Amazon, eBay) and search engines (e.g. Google Search) will be required to implement a set of measures to ensure that their contractual relations with businesses (e.g. online retailers, hotels and restaurants businesses, app developers) are transparent, under the first piece of EU legislation specifically addressing platform-to-business relations. One of the objectives is to halt unfair practices in the digital single market. More than a million EU enterprises trade via platforms to reach their customers so the impact of this new set of measures will be wide.

IMCO adopted its report on 6.12.2018 and an agreement was reached among institutions on February 14, later endorsed by the Council and in the Plenary of Parliament on 17.04.2019.
