On 27 September, IMCO will consider the amendments tabled to the Digital Services Act (DSA). A record number of 2115 amendments were tabled to the DSA proposal, which lays down harmonised rules for online intermediary services, which makes a total of 2297 including those proposed by the Rapporteur, Ms Christel Schaldemose (S&D), in her Draft Report.
The amendments highlight the need to clarify the liability regime and the notice and takedown mechanism, especially for online marketplaces, to protect consumers and strengthen SMEs; to establish stricter rules on advertising and recommender systems, as well as to ensure the effective enforcement of the Regulation. The 2297 amendments tabled in IMCO, together with those that will be put forward by the seven opinion-giving committees, namely LIBE, JURI and ITRE, associated under Rule 57 (with shared competences) and ECON, TRAN, CULT and FEMM, providing opinions under Rule 56, will be carefully considered by the IMCO Members in the coming weeks in order to prepare for the vote in committee. The consideration of compromise amendments is scheduled for 27 October 2021.
