The rapporteur welcomed a number of amendments that would strengthen the Single Market but expressed reservations on the others that would make it more difficult for citizens to re-register vehicles in the Member State of residence. Among others, he was not in favour of shortening the deadline to request re-registration from six to three months but recognised that a political majority supported such modification.
Shadow rapporteurs held that a clear time-frame needs to be set for the re-registration and supported rapporteur's wish to clarify the grounds of refusal or provide for proportionate sanctions for a failure to request re-registration within the deadlines. They also expressed mixed feelings in respect of the rapporteur's suggestions, such as on the introduction of common Union number plates. Furthermore, the need to preserve the freedom of Member States to exercise their power of taxation with respect of motor vehicles and to prevent tax avoidance was underlined. The vote in IMCO will take place on 9 July 2013.
