Following the consideration of 27 compromise amendments, IMCO adopted the draft legislative report of Toine Manders (ALDE) on the simplification of the transfer of motor vehicles within the Single Market with a large majority of 34 in favour, none against and 3 abstentions. The report seeks to strengthen the Single Market by simplifying the vehicle registration formalities and conditions that are often seen as a main concern of citizens when exercising their rights under EU law.
The IMCO report supports the Commission proposal of April 2012 but suggests a number of amendments. In particular, the report requests Member States to recognise each others' roadworthiness tests, sets a 3-months deadline for reregistering a vehicle in a new place of residence and requires Member States to enable vehicle owners to register their vehicles on-line in three years after the entry into force of this regulation. In addition, it clarifies the grounds of refusal to register a vehicle by distinguishing between the mandatory and optional requirements.
