The Rapporteur presented his draft report, highlighting the importance of the retail sector which contributes 11% of EU GDP and delivers more than 15% of all jobs. The report focuses on a number of actions put forward to unleash the retail sector's potential in stimulating growth and job creation, and to benefit consumers. Furthermore, the draft report notes that the Commission did not address the consequences of the economic crisis, and warns against measures, such as increased taxes, that would harm the interests of the sector and consumers alike. It also underlines the social role of retail and calls for actions to support the independent retailer and promote diversity of shops and multichannel retail strategies, focusing on small shops rather than large shopping centres and e-commerce only. Finally, the draft report looks at the question of voluntary initiatives vs. legislation in combating unfair trading practices.
Shadows broadly supported the main elements of the draft report but felt that further clarifications will be needed, for instance on the ways to support small shops or the role of e-commerce. The need for more transparency, fairness and efficient implementation of legislation was highlighted but also the need to be bolder in respect of unfair practices. The Commission representative (M. Rehbinder, DG MARKT) confirmed that their services were already looking at many issues raised during the discussion and announced that the results of the consultation on unfair trading practices would be presented shortly while the impact assessment and conclusions on the following steps can be expected towards the end of the year. The deadline for amendments was set on 10 September 2013.
