Members adopted unanimously the draft report of MEP Pablo Arias Echeverria on an integrated market for parcel delivery. The draft report reiterates the importance of delivery for the growth of e-Commerce in Europe. It stresses that the delivery market is experiencing rapid changes, with new services emerging and new players entering the market, arguing that therefore, regulatory measures would be premature. The report then puts forward a number of concrete measures, centred around four priority areas to improve the market for parcel delivery in the EU: (1) Putting consumer interests at the heart of the delivery process; (2) Creating a level playing field for SMEs, (3) Towards innovative, interoperable solutions; (4) Monitoring market developments and improving regulatory oversight. The non-legislative resolution is scheduled for a plenary vote in February 2014.
