Members endorsed the report on approximation of the laws, regulations and administrative provisions of the Member States as regards the accessibility requirements for products and services by 20-0-17. The report focused on burdens for economic operators, especially micro enterprises and SMEs and an adaptation of the requirements in Annex I. The proposal aims to improve the functioning of the internal marked and to remove barriers for the free movement of accessible products and services.

As part of its eCommerce package, the EC presented on 25.05.16 a proposal for a regulation on addressing geo-blocking and other forms of discrimination based on customers' nationality, place of residence or place of establishment. The purpose of the regulation is to ensure that customers have the same access to goods and services as local customers. The Regulation builds upon the provisions of the Services Directive (Art 20), which already establishes the principle for non-discrimination,

but has proven difficult to enforce in practice due to legal uncertainty concerning what practices would or not be considered justified.

The regulation seeks to provide more legal certainty and enforceability by defining specific situations when there can be no justified reason for discrimination on the grounds of nationality/residence. It also bans the blocking of access to websites and the use of automatic re-routing without the customer's prior consent; and includes provisions of non-discrimination within accepted payment means.

Council adopted its negotiating mandate in November 2016. Parliament, led by IMCO, is currently going through its first reading.

This paper examines the implications of the UK’s departure from the EU for the EU-UK legal relationship in the field of public procurement. It assesses, in comparison with the position under EU membership, the implications of four approaches found in the EU’s relationships with other trading partners: the EEA model; the GPA model; and, between these two, what we call an “EEA-minus”approach and a “GPA-plus” approach.

It also notes the procurement-specific issues that may need to be addressed in any withdrawal agreement (or later
transition arrangement).

European agenda for the collaborative economy
Although still a recent phenomenon, collaborative economy already very much influences our daily lives by creating significant opportunities for citizens and consumers new entrepreneurial opportunities, jobs and growth through novel business models, but is also generating new challenges to users and authorities. When reflecting on the collaborative economy, questions about how ensure legal clarity, avoid fragmentation of the Single Market, ensure an adequate consumer protection, naturally arise.

The rapporteur, while recognising the complexity of the phenomenon, is calling the European Union to have an ambitious and comprehensive strategy on it.
