New Digital Single Market proposals
New initiatives to allow consumers and companies to buy and sell products and services online more easily across the EU were welcomed by most MEPs in a Plenary debate with Commission Vice-President for the Digital Single Market, Andrus Ansip. Parliament will co-decide on equal footing with the EU Council of Ministers on the Digital Single Market legislative proposals.

IMCO study on Social Economy
This study assesses the important role the social economy plays in the EU. Priority policies identified to reach its full potential include: 1) digital transformation of social economy, 2) enabling EU cross-sectorial regulatory and financial frameworks, and 3) improving definitions and developing indicators - alternatives to GDP - to focus policies on EU added-value. This study has been commissioned by Policy Department A on behalf of the IMCO Committee.

Calls for unity and urgent action from Europe to deal with the plethora of crises and unrest dominated Union addresses from V-VIPs this week.
The report points out that any serious analysis of UTPs must take as its starting point the new economic paradigm that has emerged over the last few years: large-scale retail in which access to sales outlets has become the subject of fierce competition under the control of supermarkets. It notes that competition authorities have identified specific practices involving the transfer of excessive risk to suppliers, which could render them less competitive. Vote in Plenary will take place on 7 June.

Unfair trading practices in the food supply chain
MEPs urge the EU Commission to put forward proposals against unfair trading practices in the food supply chain, so as to ensure fair earnings for farmers and a wide choice for consumers, in a resolution voted on 7 July in Plenary. The aim should be to ensure fair and transparent trade relations among food producers, suppliers and distributors. Fair trading should in turn help to prevent overproduction and food waste.

Study on Franchising prepared for the IMCO Committee
The study presents the evolution of franchising regulation in the European Union and comparative analysis of franchising regulation in selected legal systems. It identifies problems in the area of franchising and indicates the impact of the EU rules on functioning of the franchising. Recommendations indicate at a need for a profound review of market conditions in the EU and corrective legislative and regulatory actions.

This document was prepared by Policy Department A at the request of the IMCO Committee.

Presentation by the EC of the ecommerce package
The e-Commerce package is part of the Digital Single Market Strategy and include measures like addressing unjustified geo-blocking, cross-border parcel delivery, revision of the Consumer Protection Cooperation regulation and application of the Unfair Commercial Practices). The European Commission will present this package as well as the new rules on audio-visual media and its approach to online platforms at the IMCO committee meeting on 14 June.

e-Commerce
The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.
