Clinical trials for medicinal products
On 21 March Members voted on the legislative opinion on Clinical trials on medicinal products for human use by 19 votes in favour, 14 against and 0 abstentions  . The opinion aim at clarifying/adding certain provisions related to the functioning of the EU portal, the assessment of ethical aspects, the consideration of sub-populations and on transparency and accessibility to data, the insurance and damage compensation mechanisms.

Online gambling
Members considered the own-INI report on online gambling. The report takes the view that common standards for online gambling should address the rights/obligations of both the service provider and the consumer including measures to ensure a high level of protection for players (particularly minors and other vulnerable persons) and the prevention of misleading advertisements.

The IMCO Committee is currently considering a legislative report on customs enforcement of intellectual property rights (IPRs).  IPRs are fundamental to innovation, which is a key priority of the Europe 2020 strategy for smart, sustainable and inclusive growth. Given the increase of IPR infringements and international trade in infringing goods, large parts of economic growth and jobs in the EU depend on the effective enforcement of IPR. The customs authorities are in a comparatively good position to enforce IPRs effectively at the EU's external borders, before the goods enter the internal market. Once the goods spread across different Member States, it becomes much more difficult and costly to trace them and to initiate proceedings. As part of its IPR strategy, the European Commission proposed to revise Regulation (EC) 1383/2003 in order to strengthen the enforcement of IPR by customs authorities as well as to improve legal clarity, adapting the provisions of the Regulation to new developments.

The IMCO Committee is currently working on a legislative report aimed at the revision of the current regulatory framework on European Standardisation. The objectives of the proposed Regulation are the following: enable the development of European service standards, facilitate the participation of SMEs and societal stakeholders in the standardisation process, use in public procurment standards developed by other organisations in the field of information and communication technologies (ICT) provided that these standards comply with a set of criteria, improve planning through the establishment by the Commission of an annual Work Programme identifying priorities for European standardisation, reduce administrative burden for the European Standardisation Organisations, promote more transparency in the cooperation between national standardisation bodies.

The IMCO Committee worked on a legislative report on the approval and market surveillance of two-or-three wheel vehicles (mopeds and motorcycles) and quadricycles (on-road quads and mini-cars). Society, industry and consumers will benefit as the objectives of the proposed Regulation are:  
 
Simplification. A less complex regulatory approach will ensures greater efficiency and less burdensome adaptation to technical progress. It also eliminates duplication of international standards, so that stakeholders are not confronted with different requirements addressing the same concern.
 
Lower more proportionate emissions. The aim is to reduce the level of emissions of these so-called L-category vehicles, also in comparison to total road transport emissions which are decreasing overall.
 
Increase vehicle safety. To meet the EU´s medium- to long-term road safety targets, the same high reductions in road accident fatalities and casualties as for other means of road transport are to be achieved.

Alongside the on-going reform of public procurement, the IMCO committee is currently considering a Commission proposal on concessions contracts. This initiative seeks to ensure a more efficient allocation of public money by establishing a single instrument regulating the competitive award of concessions contracts. The proposed rules seek to increase legal certainty for public authorities and to guarantee businesses effective access to the concessions markets across the EU.
 
The European Commission presented its proposal and the Impact Assessment to the IMCO Members on 25h January 2012. The first exchange of views took place on 29th February 2012.
