Greek Presidency 2014
On 22nd January at 15.00, Minister for Development and Competitiveness, Kostis Hatzidakis, will present to IMCO Members the priorities of the Greek Presidency. Greece will hold the Presidency of the European Union in the first half of 2014, before handing over reins to Italy on 1 July 2014.

Alongside the on-going reform of public procurement, the IMCO committee is currently considering a Commission proposal on concessions contracts. This initiative seeks to ensure a more efficient allocation of public money by establishing a single instrument regulating the competitive award of concessions contracts. The proposed rules seek to increase legal certainty for public authorities and to guarantee businesses effective access to the concessions markets across the EU.
 
The European Commission presented its proposal and the Impact Assessment to the IMCO Members on 25h January 2012. The first exchange of views took place on 29th February 2012.

The IMCO Committee is currently considering the Commission's proposals for a modernisation of the EU public procurement rules, including, more specifically, the revision of Directive 2004/18/EC ("Classic Directive") and of Directive 2004/17/EC ("Utilities Directive"). Public procurement is the process used by government institutions, public sector organisations and certain undertakings in the utilities sectors to buy supplies, services and public works. Such expenditure is a significant and influential component of the economy. The reform seeks to make the existing rules more flexible and easier to apply, to enable a greater strategic use of public purchasing power (to achieve green, social and innovation-related objectives) and to increase the use of new procurement techniques and tools such as joint buying and e-procurement. This work follows the adoption by the European Parliament of an IMCO own initiative report (rapporteur: Heide Rühle, Greens) in late 2011, in response to the Commission's Green Paper consultation.

Following the adoption of the IMCO report on 28 November 2013 on Mr Chatzimarkakis (ALDE) draft report on the proposed directive on the accessibility of public sector bodies' websites, below the informal consolidated version taking into account the amendments as adopted in the IMCO report.

Public procurement
On 15 January, Members voted on public procurement directives (classic and Utilities). Public authorities will have more scope to decide how best to spend taxpayers' money on public works, goods or services. Rather than force authorities to accept the lowest bid, the rules would enable them to pick innovative solutions. For example, building a new road cleverly, rather than just cheaply, should ensure that it does not need to be rebuilt after five years.

Highlights - Network and information security (NIS) across the Union: vote - Committee on the Internal Market and Consumer Protection

High common level of network and information security across the Union
IMCO committee has adopted the NIS report by 33-1-1.  Members also mandate the rapporteur (31-1-0) to start the negotiations with the Council. All the compromise amendments have been adopted. In essence, the definition of market operator has been widened to incorporate financial market infrastructure and food supply chain. While the Rapporteur has decided not to include internet society providers and public administration into the scope of the directive, it would still be of relevance to keep internet exchange points under the obligations of the directive. Public administration, in turn, would be able to adopt the requirements on a voluntary basis.  In addition, cooperation between the authorities competent in the field of network and information security would be strengthened as, drawing on services directive, the Member States will be obliged to assign single points of contact for cross-border cooperation.  It is also important to note that data protection obligations have been considerably strengthened, especially in the international aspect of cyber security. The report will be voted in Plenary in March.
