At their Plenary sitting in Strasbourg on 14 November, Members will debate and vote on the legislative report on Cooperation between national authorities responsible for the enforcement of consumer protection laws. To build consumer trust in the European digital single market, EU-wide enforcement of consumer protection rules is crucial.

The 2006 Consumer Protection Co-operation (CPC) Regulation set up a network of national enforcement authorities to ensure enforcement of the main EU consumer laws consistently across borders.

After the assessment of the Regulation it showed that the existing rules need to be revised to respond to the challenges of the digital economy and the development of cross-border retail trade in the EU.

Cooperation between national authorities responsible for the enforcement of consumer protection laws
The 2016 EC proposal revises the Consumer Protection Cooperation (CPC) Regulation 2006/2004 with the intention to improve the effectiveness of the rules and procedures on cooperation of national authorities responsible for the enforcement of consumer protection laws, in particular with the aim to better addressing the challenges of the Digital Single Market. The proposal for a Regulation (repealing Regulation 2006/2004) is part of the Commission’s e-Commerce package adopted on 25 May 2016.

The revised provisions would enhance the enforcement mechanisms used by the national authorities to address unlawful practices harmful to consumers in several countries, especially as regards online breaches.

At their Plenary sitting in Strasbourg on 14 November, Members approved the legislative text by 591 votes to 80, with 15 abstentions. The text still needs to be formally adopted by the Council of the EU. The regulation will apply 24 months after the date of its entry into force.

Single Gateway on digital blue abstract technology background
The Single Digital Gateway aims to extend and integrate both national/European portals with a view to create a user-friendly information system.The intention is to allow citizens and businesses to access and carry out administrative procedures online allowing to use the advantages of the single market in an easier way, which is less time-consuming and less expensive. A centralised access to all information necessary for those who want to use their rights to mobility in the EU will be provided.

The obligation will be imposed on Member States to create full online access to the most important and most often used procedures. This new user-centric framework is expected to create substantial advantages for SMEs and start-ups. The comprehensive move to online procedures is destined to modernise public administration and to make it more cost effective. Members will consider the IMCO draft report on 21 November PM.

The Digital Revolution and the sharing economy have brought different challenges in the online accommodation & transport services. It will be a discussion about how to guarantee the freedom to provide services, the existence of free and fair competition, and the protection of consumers.
