The single market is the EU’s greatest achievement. It is an area without internal borders in which the free movement of goods, persons, services and capital is, in principle, guaranteed. This compilation presents the issues related to the employment of workers, freedom of establishment and providing services and mutual recognition of diplomas and professional qualifications.

Following the creation of an internal market, in which goods should be able to circulate freely to the benefit of producers, traders and consumers alike, the digital revolution has both increased the chances for growth in trade and highlighted the existing obstacles, such as differences in the details of consumer protection legislation. Following an extensive evaluation exercise focused on a number of EU directives adopted over the years, the European Commission is keen to simplify, streamline and modernise the existing EU consumer rules to ensure that they are future-proof, as well as to facilitate the necessary coordination and effective action from national authorities and public enforcement bodies. In its 2018 work programme, the European Commission announced that it would be introducing a package of legislative proposals including a wide range of proposed directives. The package is aimed at filling a number of very specific gaps in current EU consumer law, while also taking due account of ongoing legislative procedures related to online and offline sales of goods and digital content. This implementation appraisal aims to cover all the directives (cf. tables 1-7) that form the basis of the area targeted by the package.

2000 billion euros are spent every year on public procurement in the EU, a more than considerable amount which justifies investment and research in this area. e-Procurement is the end-to-end digitisation of the traditional public procurement process. Access is improved through the centralization of otherwise dispersed procurement processes in the form of one or a few central, electronic platforms, significantly reducing the search efforts for potential bidders With this, transparency and integrity are increased, as well as the visibility and traceability of the procurement process by the whole public. Furthermore, data quality is also improved thanks to the enforcing of the provision of required information and the use of structured and validated forms. Search costs also go down due to the sharing of common catalogues. Recommendations are as follow: e-procurement process must be digital from end to end; end-users must be trained to ensure efficiency and acceptance; adoption from the supplier side is just as important as internal acceptance; security must be as modern as possible, to guarantee trust and legal compliance; usability and accessibility of the process are fundamental.

The European Parliament held a conference on shaping a digital future, focusing on, amongst others: investing to unlock digitalisation and avoiding a digital divide, innovation, opportunities for European citizens, and a digital single market for European businesses. The event took place on 25.04.18 with the participation of stakeholders and institutional representatives including from the Committees on Industry, Research and Energy and on the Internal Market and Consumer Protection.
