Parliament will discuss and vote on the interinstitutional agreement on a proportionality test before the adoption of new regulation of professions, on 13-14.06.18. The text, endorsed by the Committee on Internal Market and Consumer Protection, ensures the right to choose an occupation, conduct a business or provide professional services in all sectors across in the EU. A proportionality test based on common criteria is to be carried out before adopting new regulation of professions.

IMCO Members tabled a total of 143 amendments on the draft report on the public procurement strategy. A set of 18 compromise amendments were put forward aiming at a text for the report that includes clear messages on all important aspects, including on the need for full transposition and better implementation, the importance of quality criteria, the need to support SMEs and professionalization actions. The vote in committee will take place on 19 June.

The hearing will be organised in two panels. The first panel will discuss the existing EU horizontal legal framework for tackling illegal content online. The second panel will discuss different approached by Member States and voluntary best practices developed by platforms. Representatives from platforms, international organisations, academia and Member State authority will exchange views with the Members.

Parliament approved the Directive by 519 votes to 112, with eight abstentions. The Directive will streamline and clarify how member states should undertake a “proportionality test” before adopting or amending national rules restricting access to or pursuit of regulated professions. It aims to ensure mobility of professionals and high-quality professional services across the EU.

The EU’s horizontal regulatory framework for illegal content removal in the DSM
IMCO committee will hold a public hearing on 19 June at 10.30 the 'EU’s horizontal regulatory framework for illegal content removal in the digital single market: Towards a balanced and predictable overall liability regime for online platforms'. The hearing will bring together a number of experts and speakers representing views of online intermediaries, stakeholders, academia and MS authorities to exchange on the existing and the potential future approaches and measures towards tackling, in an

efficient way, illegal digital content while taking into consideration the existing EU horizontal legal framework and e-commerce directive 200/31/EC. The hearing will also discuss the way forward proposed in the EU Communication, and the non-binding measures/guidance recommended most recently in the EC Recommendation as well as different approaches to tackling illegal content in the EU adopted by the MS, the experience and good practices developed through voluntary measures, ADR, cooperation with law enforcement authorities, remedies/redress, and impact on the efficiency and smooth functioning of the Single Market.
