Completing the digital single market
The European Commission has presented numerous initiatives over the past three years to promote the digital single market and to exploit the growth opportunities offered by the digital economy.  Important progress has been made in this regard. However, it is also clear that the digital single market is far from complete. Business and consumers continue to face significant barriers that prevent them from reaping the full potential benefits it has to offer.
This is why the IMCO Committee has set up a working group on the Digital Single Market and on e-Commerce, which in 2013 will start its third round of meetings in order to identify key remaining barriers and priority areas, where further action is needed as a matter of urgency. The working group will gather input on the strategic direction that should be taken and will put this forward as a contribution to a possible Single Market Act III on the Digital Single Market. To ensure timely input, a series of meetings will be held throughout the first half of 2013, leading to the adoption of conclusions by IMCO in July 2013.

Press release - Parliament strikes informal deal to update EU customs code - Committee on the Internal Market and Consumer Protection

A provisional deal updating the EU customs code to keep pace with IT development was struck by MEPs and Irish EU presidency negotiators on Tuesday. It paves the way for paper-free customs transactions, including fast-track processing for trusted companies.

On 25 April, IMCO adopted the INI draft Report "A new agenda for European Consumer Policy" with 34 votes in favour, 2 against and no abstention. All the 19 compromise amendments were adopted. 9 oral amendments were tabled by the Rapporteur to insert titles to structure the report. The main themes of the report include, amongst others: Educating consumers, educating enterprises, e-commerce and consumers with disabilities, financial services, mortgage, economic crisis, protection of vulnerable groups, passenger's rights, representation of consumers in management boards, ADR and ODR, collective redress, and sustainable consumption and competitive prices.

Accessibility of public sector bodies' websites
Despite Member States' political commitment to web accessibility, only one third of Europe's 761,000 public sector websites are fully accessible today. Suppliers of accessibility technology face a wide variety of diverging national specifications, leading to market fragmentation and uncertainty. The proposal introduces mandatory EU standardised accessibility features for 12 types of essential public services. It also clarifies what web-accessibility means and encourages Member States to apply these rules across all public services.
 
The exchange of view commenced with a practical demonstration of what web accessibility means in practice, the barriers encountered and the solutions available to overcome these. The subject was introduced by Mr Eric Velleman (Stichting Accessibility, NL), followed by a practical demonstration of how a blind person (Mrs Ioanna-Maria Gertsou, Lara Guide Dogs School, GR) manoeuvres a website, using assistive technology and concluded by plea from the European Disability Forum (Mr Rodolfo Cattani) on the need to strengthen the current proposal. Finally, the Committee invited the rapporteur of the European Economic and Social Committee, Mr Ask Løvbjerg Abildgaard, to present the draft report prepared by the EESC. The EESC rapporteur welcomed the Commission's proposal but believed it could be improved significantly, in particular in relation to its scope and with regard to the flanking measures proposed.

Product safety and Market Surveillance package
On 7 May AM, Members will have the presentation of the impact assessment on Consumer Product Safety and Market Surveillance of products (codecision files). The impact assessment concerns manufactured non-food products which are either subject to EU harmonisation rules for specific categories of products or to the General Product Safety Directive applicable to consumer products.
