The IMCO Working Group (WG) on the Digital Single Market (DSM) restarted its activities on 02.03.15 under the Chairmanship of Ms Thun. Created in 2011, the WG led to the adoption of a number of parliamentary resolutions and became a key platform for in-depth discussion where Members of the EP, the EC, stakeholders and experts exchange views, identify new opportunities and challenges, remaining barriers and propose concrete measures to overcome them in order to make the DSM in the EU a reality.

The importance of the digital economy is widely acknowledged, and the EU has adopted numerous initiatives over the past years to promote the DSM and to exploit the growth opportunities offered by the digital economy. In the past few years, important progress has been made but, however, it is clear that the DSM is far from complete: business and consumers continue facing significant barriers that prevent them from reaping the full benefits it has to offer. The WG Group will continue pursuing its aim of advancing further towards completion of the DSM, unleashing its potential and capitalise on new business opportunities that the digital economy could bring to the EU.

Firearms@European Institutions
On 23 February, Members will exchange views on the Control of the acquisition and possession of weapons (Firearms Directive). The objective of the directive is to prevent discrimination by Member States against the licit possession of firearms and to ensure the free movement of firearms through common Union rules on their acquisition and possession. It is hence a free movement instrument on harmonization of rules for the establishment and functioning of the internal market.

On 18.11.2015, the EC adopted a legislative proposal for amending the 91/477 Directive on Firearms, together with the overdue evaluation report and Implementing Regulation on deactivation. Among others, the EC proposal contains stricter rules to ban certain semi-automatic firearms and for the online acquisition of firearms; includes museums and collectors in the scope of the Directive; amends the authorisation conditions for acquiring and possessing a firearm (e.g. provision of a medical test).

It also proposes common rules on marking of firearms for traceability purposes and strengthens the exchange of information between MS.

The proposal lacks an Impact Assessment. As mentioned in an implementation appraisal published by EPRS, "the revision of the Directive was initially included in the Commission Work Programme 2016 (Annex I, item 17). Following the terrorist attacks in Paris on 13 November 2015, the publication of the Commission proposal was brought forward..." together with the Implementing Regulation on deactivation standards.

The Directive was reviewed in 2008 (IMCO Rapp.: G. Kallenbach/ Greens) and foresaw that the EC would submit an evaluation report by 28.07.2015on the situation resulting from the application of the Directive, together with any appropriate proposals.

Press release - Firearms: internal market MEPs to debate draft rules on gun control in the EU - Committee on the Internal Market and Consumer Protection

MEPs will give their views on how best to prevent weapons falling into the hands of terrorists and keep track of cross-border arms transfers in the Internal Market Committee’s kick-off debate on the revision of the EU firearms directive on Tuesday at 9.00. Concerns over the impact that the proposal would have on sport shooters, hunters, collectors, museums and other lawful activities are also among the issues to be discussed by MEPs.

Single Market Govenrance and European Semester
The report on Single Market governance within the European Semester 2016 will be debated in Plenary on 24.02 and voted on 25.02. The report suggests the inclusion of a SM pillar in the European Semester and addresses issues such as the need to tackle non-tariff obstacles with the EU, the role of public procurement, Services Directive, e- administration, new business models and sharing economy, circular economy, DSM, interoperability, enforcement of SM rules and infringements.

Press release - Firearms proposal: impact on law-abiding citizens dominates EP committee debate - Committee on the Internal Market and Consumer Protection

Concerns about the impact that a revised EU firearms directive could have on legal owners of guns in the EU, such as sport shooters, hunters, collectors and museums, were voiced by most MEPs in Internal Market Committee’s kick-off debate on the proposal on Tuesday. The draft revision was proposed by the EU Commission after the 13 November 2015 terrorist attacks in Paris.
