The next Committee Meeting will be held on Monday 09 November (15.00 - 18.30) and Tuesday 09 November (09.00 - 12.30) in Altiero Spinelli (A1G-3).The next Joint Meeting ITRE/IMCO on "Digital Single Market Act" will be held on Tuesday 10 November (15.00 - 17.00) in Paul-Henri Spaak (PHS 03C50).

Since 1 July 2014, IMCO is a paperless committee (no more paper documents available in the meeting room). All documents will be available in the "Meeting documents" section (see links below).

Package travel and assisted travel arrangements
Package travel and assisted travel arrangements will be discussed in Plenary on 26 and voted on 27 October. The current EU rules on package holidays date back to 1990. The updated directive will clarify the rules to take account of new buyers behaviour and broaden the definition of package holidays to encompass most types of travel arrangements made up of various elements (flight, accommodation, car hire), so as to protect holidaymakers in the event of problems.

Ten rounds of negotiations on the EU-US Transatlantic Trade and Investment Partnership (TTIP) over the past two years have produced scant results. Since the talks were launched – with high expectations – in June 2013, negotiators have shied away from addressing real substance or tackling difficult issues. The political objectives of the EU mandate and those expressed by the European Parliament in its recent resolution on the TTIP, as well as the US Congress's objectives as specified in the Trade Promotion Authority (TPA) Act, have been clear: all recommend eliminating tariffs and dismantling non-tariff barriers to further liberalise transatlantic markets and promote higher rates of growth and job creation. In early October 2015, the negotiating parties finally presented upgraded proposals on how to eliminate tariffs. They will also need to present offers on access to public procurement markets and begin discussions on the new Investment Court System (ICS), as proposed by Trade Commissioner Cecilia Malmström on 16 September 2015. The Trans-Pacific Partnership (TPP), the other major trade agreement that had occupied US negotiators (to a greater extent, in fact, than the TTIP), was agreed on 5 October 2015. If TTIP negotiations are to close before US President Barack Obama leaves office – disrupting the negotiating process and possibly ushering in a less trade-friendly president – the process will have to be considerably speeded up.

IMCO-ITRE Joint committee meeting on Digital Single Market Act
The exchange of views on the 1287 AMs tabled to the draft INI Report will take place on 10 November. This key strategic report will provide the Parliament response to the DSM Strategy launched by the Commission. IMCO and ITRE are working together on the file as Joint Committees, following the procedure foreseen in Rule 55 of the Rules of Procedure of the Parliament. JURI, LIBE, CULT and EMPL are associated Committees (Rule 54. TRAN and ECON Committees will give an opinion (Rule 53).

A first joint meeting already took place on 13 October where the two co-Rapporteurs Evelyne Gebhardt (S&D-DE) and Kaja Kallas (ALDE-ST) exchanged views on the file with the Members of both Committees.

Highlights - Consideration of amendments on Trade in Services Agreement (TiSA) - Committee on the Internal Market and Consumer Protection

Trade in Services Agreement (TiSA)
On 9 November, IMCO will consider amendments tabled to the draft opinion to INTA on recommendations to the Commission on the negotiations for the Trade in Services Agreement (TiSA). The draft opinion calls on the Commission to ensure the highest level of transparency in the negotiations. The agreement should create conditions for fair competition in the services sector, while preserving the high level of protection for consumers, workers, and the environment.

Furthermore, the negotiations should strengthen the role played by public services and services of general interest in the EU. The draft opinion also calls on the Commission to ensure that the negotiations meet the new directives on public procurement and concessions, to ensure reciprocity of mutual recognition of professional qualifications, as well as to ensure transparent and effective measures to protect consumers from fraudulent online commercial activities. IMCO will vote on the draft opinion on 10 November 2015.
